The Downtown LA Community Plan update presents an opportunity to ensure equitable and inclusive development in some of the oldest and most diverse neighborhoods of Los Angeles. The Central City United (CCU) Coalition People’s Plan reflects the priorities and needs of our communities and envisions a Downtown where all communities—especially communities of color, low-income communities, immigrants, and unhoused people—can live, work, and thrive. We call on elected officials and city decision-makers to listen to the needs of local residents and craft a plan to:

  1. Stop displacement by prioritizing tenant protections and creating a net gain of affordable and supportive housing.

  2. Promote inclusive economic development that supports workers, community-serving businesses, and residents on limited incomes.

  3. Strengthen community leadership in the planning and development of Downtown’s low-income communities.

  4. Create neighborhoods that support the health, well-being, and dignity of all residents and stakeholder.

  5. Sustain the cultural practices, values, and identities of the existing neighborhoods and people.
